My understanding is that it was built by Wilfred Proctor in remembrance of his son Gary who was killed at a fairly young age. The site was a welding school run by Wilfred, he had the building erected on the same site. The family sold the building many years ago but the name has remained.

I drove past and admired this 70s building last week while looking for a Beasley property for a client. Glad to see others like it too :)
